ATRA at a Glance

The American Tort Reform Association is the nation’s first organization exclusively dedicated to reforming the civil justice system through public education and the enactment of legislation. We are a nationwide network of state-based legal reform coalition organizations with an unparalleled track record of legislative success.

ATRA works to bring greater fairness, predictability and efficiency to America’s civil justice system. Those efforts have resulted in the enactment of state and federal laws that make the system fairer for everyone. Further, ATRA is a nonpartisan, nonprofit organization with affiliated coalitions in more than 40 states.

ATRA was founded in 1986 by the American Council of Engineering Companies and was joined shortly thereafter by the American Medical Association. ATRA’s membership is diverse and includes nonprofits, small and large companies, as well as state and national trade, business and professional associations.

Partners and Programs

ATRA’s partners include allies and coalitions working toward lawsuit reform across the nation. ATRA’s and the American Tort Reform Foundation’s (ATRF’s) various programs continue the work of education surrounding civil justice reform across the country, including the annual Judicial Hellholes® report published by ATRF. These trusted allies and programs help further ATRA’s mission: real justice in our courts.

Our Leadership

ATRA is a District of Columbia corporation designated by the Internal Revenue Service as a 501(c)(6). ATRA has a full-time staff and a 26-member Board of Directors.
Sherman Joyce
President

Graduate of Princeton University and Catholic University Law School, he served as Legislative Assistant to U.S. Senator John C. Danforth until 1984. In 1987, after being admitted to the Virginia Bar, he became minority counsel to the Senate Committee on Commerce, Science, and Transportation, where he worked on product liability legislation. Mr. Joyce assumed his current position in August 1994.

Matt Fullenbaum
Vice President, Legislative Affairs and Strategic Alliances

Matt comes to ATRA from the Intermodal Association of North America (IANA) where he served as membership manager. Prior to joining IANA, he held positions in the economics and membership departments at the International Dairy Foods Association. Matt earned a bachelor of arts degree from The George Washington University.

Lauren Sheets Jarrell
Vice President and Counsel, Civil Justice Policy

Received her bachelor of arts degree from Georgetown University, where she was a four year starter and captain of the varsity field hockey team, and her law degree, cum laude, from Georgetown University Law Center.  While in law school, she served as a legal intern for Judge Joseph Beshouri of the Washington D.C. Superior Court and Judge Shirley Watts of the Baltimore City Circuit Court.  She is a member of the New York Bar.

Bailey Aragon
Director of Public Affairs

Bailey is the Director of Public Affairs for the American Tort Reform Association and has been with the ATRA team since 2018. Bailey’s background spans public relations, policy development, and government roles. She previously served in the administration of former New Mexico Gov. Susana Martinez in various roles and as the Director of Public Policy for the New Mexico Chamber of Commerce. Bailey holds a Bachelor of Arts in Strategic Communication from the University of New Mexico.

Nathan Burdette
Director of Government Affairs

Nathan joined ATRA as the Director of Government Affairs in 2024. He is a 2024 graduate of the West Virginia University College of Law.  Prior to attending law school, he served as an analyst to the Republican House Leadership of the West Virginia House of Delegates.  He received his Bachelor of Arts in Political Science also from West Virginia University, where he was a member of The Pride of West Virginia, the Mountaineer Marching Band.  While an undergraduate, he was a Herndon Fellow with the West Virginia Senate Committee on Government Organization.

Kiana Wright
Office Administrator

Kiana Wright recently joined ATRA as Office Administrator, bringing over 12 years of experience in both public and private sectors. Her expertise includes management consultation, team building, strategic implementation, and enhancing company collaboration. Kiana holds a Bachelor of Science degree in Psychology from the University of Maryland and has a diverse background in project management, teaching, sales, and counseling.
